FRC member, Sibel Top, gave a class on "Justice and Home Affairs Policy" at the Jean Monnet Winter School on EU policy making" on 3 February 2020, at 8.45 am.
The class offered an overview of the birth and development of the field of justice and home affairs through successive EU treaties. It showed how the field of justice and home affairs first appeared as a subsidiary objective to the lifting internal borders and how, from there on, it continued growing to eventually become a self-standing EU objective (i.e. the establishment of an "area of freedom, security and justice"). The class also discussed the growing role of the EU institutions in the development of that policy field and concluded by providing concrete examples of notable achievements in the field of Justice and Home Affairs.
